Vision Haverhill 2035 is complete! Utile’s citywide plan for the City of Haverhill, MA was an eight-month master planning process that integrated extensive input from the community and a dedicated advisory committee . The plan ultimately offers three scenarios to attract new development while maintaining a balance of town and country embraced by its residents: increased density and height in the city’s industrial areas, modified regulations along the waterfront and downtown, and the creation of “village cluster” nodes across the outerlying areas of the community.
