Lower Roxbury Planning Study

The Lower Roxbury neighborhood of Boston is a severely disadvantaged inner-city neighborhood with a heavy concentration of post-war subsidized housing. However, its central location, close proximity to amenities, and strong neighborhood identity place it in a good position for revitalization.
Working with the American City Coalition, Utile undertook a thorough analysis of Lower Roxbury’s demographics, housing, and retail. Its conclusions informed a larger plan for neighborhood transformation through catalytic housing developments. By bringing more housing in a balanced mix between market-rate and subsidized, the plan will ameliorate the ills of concentrated poverty, enhance economic vitality, and preserve the neighborhood’s core character, all the while helping to achieve the City of Boston’s housing construction goals.
