Gloucester Harbor Plan

As one of the few active industrial ports in the Commonwealth, the City of Gloucester remains dependent on the port for the economic health of the City. However, shifting economic realities have witnessed a gradual shrinking of the marine industrial – particularly fishing – economy in New England.

Utile, working alongside economic development consultants Ninigret Partners and the environmental planning firm Durand & Anastas, examined how the port of Gloucester can maintain its water dependent and industrial economy, while positioning itself for eventual change and growth. The process revealed opportunities for new uses within the harbor area that can contribute to the economic well-being of the City. This involved an examination of its active uses, permissible development, and current regulations that should be reconsidered, ultimately providing recommendations for development that benefit the City.
