Union Square

Utile assisted the City of Somerville in writing a Department of Housing and Community Development (DHCD) grant to conduct a housing study of four municipally owned sites in Union Square. Of the four total sites, two play host to historical buildings worth renovating, and were thus put through residential re-use scenarios. The two remaining sites were considered for full ground-up development proposals. Utile generated a collection of “what if” development scenarios for each site from which square footages, programmatic break-downs, and parking requirements could be extracted. Each of these scenarios was then tested by GLC, the team’s real estate development consultant, to generate feasible financial pro-formas for each of the scenarios, with the final goal to determine the market value of these municipal parcels were they put out for open RFP to the development community. Utile collaborated with the law firm Noble and Wickersham to develop recommendations for a zoning overlay district that would encourage redevelopment based on the urban design recommendations that were established. Finally, Utile developed a decision tree and timeline for the Mayor to assist in determining how, if, and when disposition of the City properties could take place.
